Council fills committees after by-election

Newly elected civic representatives accepted new positions during their April 6 meeting, filling two council committees.

“We adjourned this until we had a full complement of council,” noted Amanda Bors, the town’s acting chief administrator.

Although the town has ended regular committee meetings, the three-person groups may be called together for specific purposes if needed, Mayor Trevor Hay indicated.

Members of the recreation committee, Art Garrett, Kimiko Otterspoor and Jan Coffey-Olson, are all still on council.

Garrett and John Kadler joined Greg Carlson on the public works committee, and Kadler and Jason Hunter joined Carlson on the administration committee.

Hunter also joined the Orange Memories Management Board, as Kadler had already done.

Members also officially accepted the results of the March 18 byelection that Hunter won.

Hay expressed appreciation to Bill Simpson for running in it.

“We appreciate anyone who wants to step forward,” Hay added.

Administration staff had invited both candidates to provide biographical information to post on the town website and Facebook page, but received a reply from only one, which was “why we didn’t share it,” Bors said.

Hay suggested creating a policy of continuing to ask for such information and posting what the town receives from candidates.

“So it doesn’t look like the town is biased toward one or the other.

“We want people to know about the candidates running for council,” Hay said.

The town publicized the election date and poll hours on a sandwich board outside the post office, on the electronic sign at the AGT Centre and in the Eagle, Bors said.

Town renews Loraas contract for recycling, organics pickup

Councillors recently renewed the town’s contract for Loraas Recycling to pick up recyclable and organic material for two years.

The price per cart for 2026 remains the same as in the previous five-year agreement, Amanda Bors, the acting chief administrator, said during the April 6 meeting.

The cost rises for the second year, said Bors, who got a Loraas official to revise the five-year contract councillors had seen in December.

Loraas intends to bid to make pickups after SK Recycles takes over administering the service province-wide, she said.

In January, councillors agreed to join the SK Recycles program on June 1. It has become the province-wide recycling program for household packaging and paper.

Businesses such as manufacturers, brand owners and retailers that supply packaging and paper in Saskatchewan will cover the cost, a statement on the SK Recycles website says.

This year, the town will pay about $3,910 per month for the Loraas recycling service, which rises to almost $4,150 in 2027, and $4,240 for organics collection, going to about $4,520 next year.

Bors attributed part of the increase to the rise in the price of fuel.

Councillors also approved changes to the mobile homes bylaw and street patio policy. The latter now requires anyone operating such a patio to provide garbage containers.

The town will move concrete blocks that separate vehicles from the patio that existed last year and that owners intend to provide again, out of the way at no charge when the 200 block of Main Street gets paved, Mayor Trevor Hay said.

Revising the mobile home licensing bylaw and its licensing-fee schedule occurs after each assessment revaluation and will not take effect until June 30, when the new figures arrive, Bors said. A document showed fees totalling $1,320 a month.

Modular Developments collects the fees from the mobile-home park tenants and sends the money to the town, along with tax on the land, Bors indicated. Monthly fees include the $300 infrastructure levy.

The individual amounts represent “the tax on the improvement,” public works superintendent Bob Bors said. Modular Developments is responsible for the roads and other infrastructure in the park, he said.
